AS a result of our recent meetings in Paris, I have informed my colleagues that the French group are now prepared, in conjunction with the English and German groups, to agree to the division of engineers on the Hankow-Szechuen line, as proposed by the American group, provided that the four groups issue independently in their own market their respective shares of the Hukuang loan It is understood that the French Government will only agree to internationalisation if the engineering sections are equally divided. It is therefore for the Americans to say whether they prefer to have the engineering sections on the Hankow-Szechuen line divided among the four groups 600, 800, 500, and 500 kilom. respectively without internationalisation, or to have the line divided among the four groups with 600 kilom, each with internationalisation.
I hope you will allow me to express my gratification that the French, German, and English groups are now in accord upon the answer to be made to the American pro- posals, and I trust that in your interview with M. Pichon to-day or to-morrow you will be able to secure the sanction of your Government, which the French group would naturally first seek to obtain, to a course which we are agreed is in the best interests of all concerned.
